Russia tourist invitation letter
The tourist invitation is the two-part document holidaymakers attach to a consular visa application: a confirmation that a registered operator will receive you, and a voucher listing your itinerary. It is issued per passport, for one stated travel window.
Section 1What the tourist voucher covers
The voucher records the tourist services considered booked for your trip: the cities on the itinerary, the accommodation named by the operator, and a statement that the services are paid. It is a formality of the visa file rather than a contract for a hotel room.
This surprises first-time applicants, who expect the invitation to lock them into an itinerary. It does not. Within the country you move freely, and the cities on the voucher are the ones you declared when ordering, not a schedule anyone checks at the door.
Section 2Single, double and multiple entries
Tourist invitations are issued for a set number of entries, and the number must match what you request on the application form. A single-entry document cannot be stretched to cover a side trip abroad and back.

Section 3Cities and hotels on the invitation
List the cities you realistically expect to visit and let the operator name the accommodation. You are free to change where you actually sleep, provided your passport data and the travel dates on the letter still match the application.
- Name the main cities, not every stop on a rail itinerary
- You do not need a paid, non-refundable booking to order the letter
- Changing hotels later does not invalidate an issued invitation
- Changing the dates does require a reissued document
Section 4How to file the tourist invitation
Order the letter first, complete the online application using the four fields it carries, print both, and take them to the appointment with your passport, photograph and insurance. The invitation unlocks the form; it does not replace the rest of the file.
- Order the invitation with passport data exactly as printed in your passport
- Receive the PDF and check every character against the bio page
- Complete the government application form, marking that visa support is issued
- Copy the organisation, address, reference and confirmation numbers
- Print the form and the invitation, then attend the consulate or visa centre

An invitation letter is a supporting document. It does not guarantee a visa: consular officers decide every application.
Questions
What is a Russia tourist voucher?
It is the right-hand half of the tourist invitation, listing the itinerary and confirming tourist services. Together with the reception confirmation it forms the visa support document consulates require.
Can I get a tourist invitation without booking a hotel?
Yes. The operator names accommodation on the voucher, so a paid reservation is not a precondition for the letter. You still need somewhere to stay in reality.
How long can I stay on a tourist visa?
The stay is set by the visa, not by the invitation, and tourist categories are commonly limited to 30 days. Some nationalities are eligible for longer multi-entry tourist visas.
Can I visit cities not listed on the voucher?
Yes. Internal movement is not restricted by the voucher, apart from areas that require special permits regardless of your visa.
Is the tourist invitation valid for a business trip?
No. Attach a business invitation to a business visa file; the categories are checked against each other.
