Colombo is a high-volume tourist-invitation post. Officers expect the two-part voucher on one A4 page.
Group tours still need one invitation per passport, even when the agency books everyone together.
If a local travel agent offers “visa processing”, you still need a Russian tour-operator invitation inside that pack.
