Russia invitation letter from United Arab Emirates
UAE passport holders may use the unified e-visa for a short single-entry trip. An invitation is required for a regular visa. Many people who apply in Dubai are not UAE citizens — they need an invitation if their nationality is outside the e-visa list or they want a sticker visa.

If you hold a US, UK, Canadian or Australian passport and live in the UAE, e-visa is still not available to you. Order the invitation and file as a resident at the post that accepts your residence visa.
Dubai filings move quickly; the bottleneck is usually a missing confirmation number on the kdmid form, not the consulate queue.
Do not send the invitation to the hotel in Dubai. It is for the Russian mission, not for UAE immigration.
